SERVICES

TSBPE is the sole entity in Texas with legal authority to license Journeyman Plumbers, Master Plumbers and Plumbing Inspectors. If you wish to apply for registration as a Plumber's Apprentice or for examination, please contact the agency's examination division at 512-936-5200. TSBPE is also charged with enforcing the laws that regulate the practice of plumbing and the use of the titles Licensed Journeyman Plumber, Licensed Master Plumber, and Licensed Plumbing Inspector in Texas. Our mission is to protect the health and safety of the citizenry of the State of Texas by ensuring that water, air, medical gasses, and natural gasses remain uncontaminated through the use of properly installed plumbing.

The Enforcement Department of the Texas State Board of Plumbing Examiners consists of the following programs:
  • Complaints Against Licensed Plumbers and Plumbing Inspectors
  • Complaints Against Unlicensed Persons Performing Plumbing Work That Requires a License
  • Random On-site License Checks for Compliance with the Plumbing License Law and Board Rules
  • Open Records Requests Pertaining to Enforcement Matters
Complaints may be filed with the agency's enforcement division. We attempt to resolve all complaints in the shortest amount of time possible, but more complex matters often take longer. If you wish to file a complaint against a licensed plumbing professional or against an unlicensed person who you believe has violated any of the laws enforced by TSBPE, please contact the agency's enforcement division at 512-936-5249 or complete a complaint form and submit it to our office. You may obtain information and a complaint form at our agency's web site, www.tspbe.state.tx.us.

At the time that you contact the Complaint Department and it is determined that your complaint is within the Board's jurisdiction, information regarding the nature of your complaint will be taken, your complaint will be assigned a Complaint Number and a Field Representative will be assigned to investigate the complaint. The information will be forwarded to the Field Representative assigned to the complaint and you will be contacted by the Field Representative within a few days. You will be sent a letter acknowledging your complaint. If you have not already provided a written statement in your own words describing the circumstances that lead to filing the complaint, you will also be sent a form to allow you to do so. Your written statement, including dates, times, copies of contracts, receipts, photographs, et cetera, will be very helpful in the investigation. If you need assistance in this matter, the Field Representative will be happy to assist you. In addition to an interview by the Field Representative, the person complained against will be provided a copy of the complaint and asked to respond in writing to the Board. You will be provided a copy of that response.

The investigation will be reviewed by the Board's Complaint Department or Enforcement Committee. If a violation of the Plumbing License Law or Board Rules is found, the result could be one or a combination of the following:
a. Citation or citations issued.
b. Administrative or civil penalty.
c. License reprimand, probation, suspension, or revocation.

Approximately 80% of all complaints are resolved within six months.

The Examination and Licensing Departments of the Texas State Board of Plumbing Examiners consists of the following programs:
  • Application for Registration as a Plumber's Apprentice
  • Application for Journeyman Plumber, Master Plumber and Plumbing Inspector Licenses
  • Application for Medical Gas Piping Installation and Water Supply Protection Specialist Endorsements
  • Administration of Examinations
  • Annual License Renewal
  • Continuing Education
  • Records Maintenance and Open Record Requests
  • Preparation and Distribution of Lists of Licensed Plumbers and Plumbing Inspectors
These departments provide our customers with all of the information and applicable forms for becoming a Licensed Journeyman or Master Plumber, and a Plumbing Inspector. The examination department conducts the initial review and evaluation of each application. This department schedules and administers the examinations. The licensing department provides our customers with the instructions and forms necessary for the annual renewal of all licenses and information concerning continuing education requirements. A list of all licensed plumbers may be obtained from the Board. All requests for information regarding licensed plumbers and plumbing inspectors received under the Texas Public Information Act are provided for in compliance with the Act.
